Speaking with onevoice

One of PTA's most significant objectives is to promote legislation aimed at furthering the overall goals of PTA.    Advocating for the Health, Education and Welfare of everychild is our primary mission and we do so by producing and promulgating Legislative Resolutions and Position Statements.

Nevada PTA's Legislative Resolutions and Position Statements outline our collective Nevadavoice as we develop member driven resolutions and positions and bring them to the forefront during our legislative days wherein Nevada PTA members storm the capitol and speak on behalf of Nevada's children.  Find Nevada PTA's resolutions, position statements and directives below.

National PTA's resolutions, positions and directives guide us in our development and consideration of our own resolutions.  National PTA offers us a broader viewpoint and a wider scope of interest, recognizing that Nevada PTA joins National and every other State PTA adding to the chorus speaking with onevoice for everychild.  National PTA's legislative program is outlined in our National section below.

To learn about what's happening on Capitol Hill, and about legislative issues that affect families, schools, and communities by reading This Week in Washington.  This newsletter is available to both members and non-members, click here to sign up.

Are you ready to take action on behalf of PTA issues of concern to you? Would you like to receive additional legislative information from National PTA? If you answered “yes,” you’ll want to join the National PTA Member-to-Member Network.

 Nevada PTA -- Position Statement

Funding Education for Nevada’s Children

Nevada PTA has a long-standing commitment in supporting adequate funding for education. This commitment is supported in our legislative platform:

§  Education Funding Priority

§  State Revenues to Address Needs of Nevada’s Children

§  Development Impact on Schools

§  Support of Public Education

§  Teacher Excellence

§  Establishing New and Stable Funding for Education

§  Reversion of the (DSA) Distributive School Account to School Districts

§  State Participation in the Construction of Schools

§  Proportionately Equitable Distribution of School District Funds to Elementary Schools

§  Support of Cultural Arts Classes and Funding

§  National PTA Funding for Education and Child-Related Programs

Our state is suffering a severe budget crisis, and schools are strapped for funds to carry out basic educational services. Yet demands are being placed on schools to improve student achievement without sufficient resources to hire quality teachers, expand education programs, upgrade technology, repair facilities, or address any of the other challenges they face.

The current budget cuts fail to provide adequate funding for even core programs. If we are serious about keeping Nevada’s schools competitive, we must be equally serious about our support of education. If we want our students to compete in today’s workforce, we must prepare our students to graduate from high school and help them access post-secondary education. If we want our children to compete in tomorrow’s workforce, we must provide every child with a well-rounded, high-quality education today. When it comes to preparing Nevada’s children for the competitive workforce, there is no better investment than education.

Nevada PTA believes a sustained commitment to increase spending for education is critical to ensuring a quality education for all students and strengthening our state’s economy. Investing in Nevada’s children is an investment in both the current and future economic well being of our state.

Talking points to discuss Gov. Gibbons’ proposed budget cuts to K-12 education

February 2008

  • Nevada is at the bottom of the barrel for K-12 funding.

  • By law, K-12 public education cannot refuse to educate or meet the needs of any child due to lack of funds.

  • Repeated independent audits within the last five years have concluded unanimously that Nevada K-12 education is doing the best job it can with the dollars it is allocated.

  • Students will be required to meet sharply increased levels of achievement required by the federal No Child Left Behind legislation for the 2007-2008 school year.  This is the wrong time to cut hundreds of dollars per student in funding to the Distributive School Account.

  • In addition, new and expanded programs meant to increase student achievement, including empowerment schools, career and technical education, and the expansion of full day kindergarten, will each lose the allocation authorized by the 2007 Legislature. These hard-fought-for gains will not be implemented due to budget cuts.

  • Nevada Treasurer Kate Marshall has identified an additional $40 million in state revenue.  Nevada PTA believes it is time to put education first by directing any new revenues to support K-12 education first.

  • Every Nevadan benefits from public education.  Every consumer.  Every employer.  Every family.  Every child.

Nevada's Voice

Over the years, Nevada PTA has tirelessly developed Legislative Resolutions that promote our missions and objects, and has proposed these resolutions to the Nevada State Legislature for adoption.  The following links lead you to the current Legislative Resolutions and Position Statements for Nevada PTA.

When representing the stand of the Nevada PTA, quoting positions of the Nevada PTA, or providing public statements, please use only material from the official Nevada PTA Resolutions and Positions Notebook*.

Our Unified, National Voice

The National PTA Legislative Program is the primary authority for action taken by National PTA on federal legislation and regulations.

The National PTA Legislative Program has four components:

  • Legislative directives are the organization's current legislative priorities. They are reviewed by the National PTA Board of Directors and approved by the Executive Board every two years.

  • Policy statements are broad statements on children's issues that form the basis for resolutions and position statements. Policy statements become official when they are passed by delegates at the National PTA Convention or the National PTA Board of Directors, and then by 60 percent of state PTAs.

  • Resolutions with legislative intent can be proposed by any PTA. The National PTA Board of Directors recommends resolutions for consideration by delegates at the National PTA Convention. Resolutions must be approved by the convention body and then ratified by the National PTA Board of Directors to become positions of the organization.

  • Position statements are initiated by committees and commissions of the National PTA Board of Directors. They are approved by the National PTA Board of Directors and are published in the Annual Resources for PTAs.
